BS・NHKでアジアインサイト「コロナ危機を支える宅配業 韓国」を観ました。
コロナ危機は、飲食店を中心に、さまざまな分野で感染予防の休業・失業を生みました。他方で、給与の補助や失業手当、その他、所得を維持する仕組みが消費を刺激し、特に、パソコン関連商品や耐久所費財のネットショッピングは増えました。
こうして宅配業は人手不足になりました。
新しく宅配業に参入するには、自分のバイクや自動車を使う。事故を起こしても、病気になっても、保険や保障はない。法律によって保護されることはなく、いくら働いても、会社員のような、さまざまな手当てもない。
まったく経験のない仕事に、感染予防の注意も加わって、配達を終えるのが深夜に及ぶこともあった。
本業では稼げない。テコンドーのインストラクターが、アメリカに行けなくなって、宅配で生活を支えている。彼は悲観するより、予想外の不幸に立ち向かえる自分のことを喜んだ。
ピアノ教師の妻は、宅配業で苦労していた夫が、話すこともできないほど疲れていたのを思い出す。しかし、コロナで仕事を失い、彼女も夫を手伝うようになって、その大変さがわかった。大きな荷物をオフィスビルのフロア受取コーナーに届け、次は集合住宅に急ぎ、エレベーターを待たずに、階段を駆け上がる。
トラックのローンの返済がなんとか終わって、ようやく自分のトラックになった、と喜ぶ夫に、他にもいろんなローンがあるけど、と彼女は苦笑する。
宅配業には誰でも参入できるから、低学歴の労働者も多い。社会の偏見を感じることがある、と彼女は言う。配達するために道路をふさぎ、渋滞を生じて罵声を浴びた。
法律では週52時間と定めている。しかし、62時間働き、宅配業に従事していた弟が心筋梗塞で急死した。70時間以上、働く人もいる。姉は、1個40円程度しか稼げない荷物を届けるために懸命に働いていた弟のことを、かわいそうだ、と言う。

朝日新聞の夕刊が届きました。「朝昼抜いても せめて子には 「食」支援はいま①」を読みました。
フードバンクうつのみやの「きずなセット」で、久しぶりのお菓子に子どもたちも笑顔になった、という話が紹介されています。コロナ禍による栃木県内の生活困窮者に、月1回、無償で配布される。半数はひとり親家庭で、利用者の7割が女性だ、という。
母親が自宅に戻らず「2日間なにも食べていない」という小学生の男の子が来た。

自動車やエネルギーなど、これから、脱炭素による経済の重要分野で起きる再編成は、日本のメディアや国会でもっと議論しなければならない、国民合意が必要なテーマです。
コロナ危機を経て、脱炭素化、デジタル化が加速する経済において、大量失業や不安定な雇用、生活できないような低賃金・低所得、未婚の若者や少子化する社会は、日本にも当てはまると思います。
ネットで暴言を吐くウヨクやサヨク。宇宙旅行を夢に描く富裕層。町中や家庭内にあふれ、商品にも内蔵された監視・データ集積技術。フィンテック、情報を加工して余剰価値を生み出すプラットフォーマーと、さまざまなデータを集積する社会管理・評価システム。
貧しくても、生きることに真剣に向き合う若者たちの姿こそ、未来への希望です。彼や彼女の喜ぶ瞬間を増やしてほしい。
能力を生かして、さまざまな職場に参加し、技術を駆使した高い生産性と、それにふさわしい豊かな社会の一員として、十分な所得を実現する。投資家も、技術者も、政治家も、農場や工場で働く労働者も、その適性や能力、興味に応じて、変化する産業構造・社会構造の主体になれるような、教育・訓練・就労支援とポストコロナの「絆」再生を、私たちは熱望する。
