今号の特集は「死の選択」です。自分の死を選択することが法によって禁じられるのか。自殺ほう助や死亡に至る医療行為の選択を、さまざまな病気や苦痛、高齢と認知症を理由に、合法化する国が増えている、ということです。
これは、その社会が仲間として意義ある生は何か、を問う問題だな、と思いました。

IPEの想像力 12/6/21
ヨーロッパ難民危機が再現しています。しかも、南ではなく、今はEUの東西で、人びとが苦しみ、疲れ、命を失います。朝日新聞Globeを読みました。
「トルコとイランとの国境には今、難民や移民の流入を阻む高さ3メートルの壁の建設が急ピッチで進む。完成すれば全長240キロ超。」
ドイツに向かう、ギリシャにわたってEUに入る難民を阻止するために、2016年にはドイツとトルコが送還を合意しました。
「アフガニスタン兵士だったサッド・コトワール（30）は欧州をめざす。職を得て、5人の子と妻を呼び寄せるためだと言った。『だから絶対に捕まるわけにはいかない。どんなに過酷な旅だとしても。』」
NHK・BS国際報道2021では、ベラルーシのルカシェンコ大統領が難民を集めてポーランドに送り出そうとしたケースを伝えていました。彼らはイラクのクルド人難民であったでしょうか?
イラク、シリア、トルコに広がるクルド人たちの居住地域は、その後も独立を果たせませんでした。イラク戦争では英米軍とともに戦いながら、トランプはトルコやロシアの勢力圏争いに委ねて、クルド人を見捨てた、という記事を読みました。
FTのCamilla Cavendish・・・「政府が約300万人の香港人に英国に定住する機会を提供したときも、アフガニスタンからの2万人の難民を受け入れることを約束したときも、ほとんどつぶやきはありませんでした。しかし、人々が小さなボートで無秩序に到着すると、警戒心が同情を侵食し、私たちが「ソフトタッチ」であるという恐れがあります。」
FPの・・・「現在の国際システムは、何よりもまず、特定の特定の地域を独占的に支配している主権国家に基づいています。時が経つにつれて、領土主権の規範はナショナリズムの概念にますます結びつくようになりました。つまり、共通の言語、歴史、文化などを共有するグループは、自分たちを統治し、通常は地理的な範囲内で自分たちの文化的アイデンティティを維持する権利があるという信念です。」
貿易や投資に関する国際ルールは繰り返し議論され、何度も構築されているけれど、移民・難民に関する実質的な国際ルールはないのです。
人びとの命を国家が利用する点で、見えざる戦争、汚れた戦争です。

ウクライナのゼレンスキー大統領は、喜劇俳優でしたが、政治汚職を風刺するテレビ・ドラマで人気者になり、大統領に当選しました。ポピュリストと言えるでしょう。
しかし、ポピュリストが必ず独裁者になる、あるいは、情報操作を駆使して富と権力を私物化し、国家を疲弊させる、とは言えません。右翼でも、左翼でもなく、ゼレンスキーは喜劇俳優でした。独占企業の大資産家や政治的フィクサーの間を生き延び、市民派のブレーンを選んだようです。
自分を支持した有権者のために汚職と闘い、ロシアの軍事侵攻に対抗するために、兵士たちを励ました真剣な姿を、テレビで観ました。

Globeには、人類がアフリカから全地球に広がった、というだけでなく、その時期や過程もわかってきた、という記事があります。
アフリカの1人の女性から、すべての人類は生まれ、コメディアンが大統領になる世界です。この地球上で、難民たちが土地と仕事を得られる仕組みを考えることは可能である、と思います。難民たちの声は、国境の壁や汚れた戦争を止める力になるでしょう。
